  1. Preheat your oven to 350°F (175°C).
  2. In a large skillet over medium heat, brown the ground beef for about 5-7 minutes until it is no longer pink.
  3. Add the diced onion and chopped bell pepper and sauté for another 3-4 minutes.
  4. Add the long-grain white rice and mix well with the beef and vegetables.
  5. Pour in the beef broth and cream of mushroom soup, and stir in garlic powder, onion powder, paprika, salt, and pepper. Simmer for about 5 minutes.
  6. Transfer the mixture to a greased 9x13-inch baking dish and spread it evenly.
  7. Cover the baking dish with aluminum foil and bake for 25 minutes.
  8. After 25 minutes, remove the foil and stir in the frozen mixed vegetables. Recover and bake for an additional 10-15 minutes.
  9. Remove the foil and sprinkle the shredded cheddar cheese on top. Bake uncovered for another 5 minutes until the cheese is melted.
  10. Let it sit for a few minutes, and garnish with fresh parsley or green onions if desired. Serve warm.
